The research strategy of the CLIMPACTS programme has been to develop sequentially capacities for national, site-specific, and regional assessments of climate change effects. This strategy was formulated to meet the needs of the range of end-users. At the national scale the Ministry for the Environment is required to report on the vulnerability and adaptation to climate change as part of its obligation under the UNFCCC. Other government ministries, such as the Ministry for Agriculture and Forestry, also require information for policy formulation. Important questions, for agriculture, relate to possible changes in areas of suitability and risk throughout New Zealand. At the site scale it is possible to conduct more detailed sensitivity analyses, using more complex models developed for application at this scale. Important questions relate to possible changes in climate-related risk. Such information is highly relevant to the shorter-term information needs of industry groups. The regional scale is the level at which many important resource management decisions are made in New Zealand. A regional capacity has been developed for the Canterbury and Waikato regions, which incorporates finer resolution spatial climate data and a more comprehensive coverage of sites. Thus detailed spatial and temporal assessments are possible at this scale, to examine questions relating to within-region changes in risk.
