
PUCM stands for
Planning Under Co-operative Mandates. This research programme seeks to determine whether the NZ Government’s devolved and co-operative system of governance for planning will significantly improve sustainable development through local government, by assessing:
- effectiveness of environmental policy and outcomes in district plans by developing and applying evaluation methods; and
- the shift from ‘government’ to ‘governance’ through community outcomes-focused planning and the quality of long-term council community plans.
Future research will compare NZ’s outcome-focussed planning with international initiatives.
