Professor Frame was first appointed to a Chair in Te Piringa - Faculty of Law at the University of Waikato in 2005 and was from then until June 2007 concurrently Director of Te Matahauariki Research Institute. With the completion of the Institute's contract with the Foundation for Research Science and Technology in 2007, and of the project of compiling Te Matapunenga: A Compendium of References to the Concepts and Institutions of Maori Customary Law, Professor Frame has returned to practice as a barrister in New Zealand and the Pacific Islands, whilst agreeing to remain available to take part in Faculty teaching from time to time by agreement.

Professor Frame has had an extensive career in the legal profession through his academic work with Victoria University, where he was Senior Lecturer until 1988, and as a barrister specialising in Constitutional Law in the South Pacific and Treaty of Waitangi issues. His biography of the New Zealand jurist, Sir John Salmond (1862-1924) – Salmond: Southern Jurist - won the EH McCormick Prize at the Montana New Zealand Book Awards in 1996 and the Legal Research Foundation's JF Northey Prize for the best legal publication in New Zealand in the same year. He was the founding Director of the Treaty of Waitangi Policy Unit in the Department of Justice in 1989 and has since been engaged to advise successive governments on Treaty of Waitangi issues. He has also advised the governments in many South Pacific states on constitutional questions.
