Yes, it's the Library construction going full speed, but in the interests of health and safety, be aware that looking directly at blue welding flames is not good for your eyes. Welding is being carried out on the columns of the steel frame which will support the East Wing.
Cutting of floors for the new lift shaft is now completed on levels 1, 2 and 3 with level 4 next on the list, and the big black tanks you've seen on site will be installed in the basement to store rainwater.
