The Demographic Contract
As the population age structures of the developed world tip upside down and threaten the existence of the welfare state - and everything else we take for granted - it is time to acknowledge that the entire social contract between generations was really a demographic contract. Essential to that contract was a pyramidal age structure, where there were always more young than old. While impossible to recreate - because it reflects an underlying and irreversible efficiency gain (people can now have fewer children because very few die), one crucial move is needed to ensure a sustainable population base into the future. That is a shift to a society which prioritises children and redistributes access to age pension according to 'whether or not one has been a parent'.
