Paper description
This paper continues the conceptual knowledge and understanding of planning introduced in ENVP206 Principles of Environmental Planning. It provides a further grounding for examination of theoretical and philosophical issues in GEOG505 Environmental Planning Theory.
The content includes the history and development of planning thought and practice, Maori Planning and resource management and contemporary forms of planning outside the Resource Management Act. It provides prospective planners with a comprehensive understanding of the nature and scope of current planning practice in New Zealand and the way it has developed since the days of early European settlement.
Paper objectives
The paper aims to ensure students achieve:
- An appreciation of the social and historical roots of environmental planning;
- An awareness of how changing values and socio-economic circumstances have shaped planning practice over time;
- A clear understanding of the range and scope of contemporary planning practice in New Zealand;
- A greater appreciation of the importance of environmental planning to Māori and with Māori.
- An understanding of planning practice that will enable a coherent understanding of the normative and philosophical issues discussed in higher level papers.
Organisation
The paper will be organised into the following strands:
- Historical roots of modern planning in the West;
- Evolution of planning and resource management in New Zealand
- Contemporary Maori resource management and planning
- The range and scope of contemporary planning legislation and practice (this section will provide an overview of planning under a range of statutes outside of the Resource Management Act, such as the Local Government Act, the Land Transport Act and the Conservation Act.
Assessment
Internal assessment to examination ratio is 1:0
The course will involve a mix of lectures, practicals and a field trip.
Prerequisites
40 points at level 2 including 20 points in Geography or Environmental Planning.
