Plan Interpretation and Consent Processing

Paper description
This paper is designed to provide students with practical insight and skill in the area of processing of resource consents under the Resource Management Act 1991 ("The RMA"). Developing an understanding of navigating, interpreting and applying Resource Management Plans will be a central focus.
Objective
- To thoroughly acquaint students with several resource management plans currently in force in the Waikato Region
- To ensure students are familiar with the resource consent process established under the RMA
- To familiarise students with the process of auditing a resource consent, and preparing a planner’s report in relation to a consent.
- To accustom students with decision-making processes under the RMA and with the role of the planner in presenting planning reports and providing expert evidence in RMA proceedings.
The paper content will be delivered by a combination of block teaching and online tuition. The first week of the course will comprise intensive sessions of campus-based teaching combined with a field trips and practical exercises. The following 11 weeks will consist of online supervision of assignments related to resource consent applications and audits. The final weeks of the course will involve preparation for and participation in a mock hearing.
