The application of evaluation to Kaupapa Māori programmes: explaining the ordinary
My thesis explores the ways in which evaluation is applied to Kaupapa Māori programmes in New Zealand. I have interviewed different stakeholder groups (providers, managers, evaluators, programme recipients & their whanau) to gain an understanding of their experience and perception about how evaluation has impacted positively/negatively to Kaupapa Māori programmes. For each of the programmes that I have worked with, they have defined what being a Kaupapa Māori programme means to them. Given the growing number of evaluators and the emphasis on supporting by Māori for Māori programmes this research will provide some useful contribution to developing commentary and policy about the application of evaluation models being used in this context.
