The paper aims to provide an understanding of key issues in the structure and operation of modern government. Several interrelated concepts and concerns are identified and discussed with reference to relevant developments in New Zealand. Examples and lessons are drawn from such areas as health, public transport, economic development, tertiary education and the environment.
